PERMIT RESTRICTIONS

General - Nondivisible Loads — A loaded vehicle operating under the authority of an annual oversize permit for movement of nondivisible loads may not exceed: 14'6" width; 3'3" side overhang; 14' height; 30' combined total length of the load's front and rear overhang.

Vehicles consisting of a single unit may not exceed loaded length of 60'. Distance from unit's turn center of its rear axle group to the rear end of the load may not exceed 75% of the unit's wheelbase.

Vehicles consisting of two units may not exceed loaded length of 85'. Second unit's wheelbase, as measured from the center of its hitching point to the turn center of its rear axle group, may not exceed 43'. Distance from second unit's turn center of its rear axle group to the rear end of the load may not exceed 75% of the second unit's wheelbase.

Authorization numbers are required for nondivisible loads exceeding 12' in width.

Trip logs for nondivisible loads must be maintained and shall contain the following information: (1) Date; (2) Origin; (3) Destination; (4) Route; (5) Load type; (6) Loaded width; (7) Loaded length; and (8) Authorization number, if required.

Divisible load permits are not available.

Permits may be authorized for up to 72 hours. Travel is permitted from one-half hour before sunrise to onehalf hour after sunset seven days a week. Loads not exceeding 10' wide, 14'6" high, may travel on Interstate Highways continuously. Loads just overweight may travel 7 days a week.

Air Lift or Variable Load Axles — The pressure control device for adjusting pressure shall be mounted outside of the driver compartment and shall be preset so the weight carried on the variable load axle may not be varied by anyone in the vehicle. The control for raising and lowering the variable load axle may be accessible to the driver, but it may not also function as the pressure control device. A permit may be issued to allow the raising of the lift axle when turning corners. This permit is not valid on Interstate Highways.

Insurance — Permit vehicles must be covered by liability insurance in the minimum amount of $100,000 per person; $300,000 per accident; and $100,000 property damage. The issuance of a permit does not relieve the permit holder from liability for damages caused to any person or property.

Weekend/Night Travel – Oversize vehicles may move at night in limited circumstances.

When they do, they must meet the requirements for Warning Flags & Signs for Oversize Movement (page 38), as well as the

following special lighting requirements:

Other Highways Overweight permit vehicles may move at night provided they do not require an escort. No movement of oversize vehicles at night will be allowed except for permits issued for overlength Longer Combination Vehicles, emergency movement, and interests of national defense.

Special Permit Restrictions — Permit vehicles up to 10' wide, 14'6" high, and length limitations as outlined in the paragraph below, are allowed to move on Interstate Highways at night with limited access at interchanges.

Movement is restricted to daylight hours if one or more of the following conditions exist:

(1) An escort vehicle is required; (2) The permit vehicle is not able to attain the speed of posted speed limits and is not able to maintain a speed within posted speed limits; (3) The permit vehicle is wider than 10'; (4) The permit vehicle is higher than 14'6"; (5) The permit vehicle is a single unit whose overall length exceeds 45'; (6) The permit vehicle is a multiple-unit combination whose overall length exceeds 110'; (7) The permit SD-3 02/15 SC&RA Oversize/Overweight Permit Manual vehicle is a two-unit combination with an individual unit length longer than 60'; (8) The permit vehicle is a three or more unit combination with an individual unit length longer than 48'; (9) The permit vehicle will travel on State highways which are non-Interstate and beyond a two-mile radius of an Interstate Highway interchange A permit issuing authority may place the daylight hours restriction on a permit if traffic, highway, or other conditions indicate the need for such a restriction.

Black Hills Area Restrictions — Single trip permits shall not be issued and annual permits will not be valid for travel on State Trunk Highways from the first Saturday of August through the second Sunday of August in the Black Hills Area. This includes the counties of Custer, Fall River, Lawrence, Meade, and Pennington.

Special Permits will not be valid without approval from the SDDOT Rapid City Region Engineer, or his designee, if one or more of the following conditions exist: (1) An escort vehicle is required; (2) The permit vehicle is not able to attain the speed of posted speed limits and is not able to maintain a safe operating speed; (3) The permit vehicle is wider than 10' and is traveling in the Black Hills Area, excluding US 18 and those highways south of US 18; (4) The permit vehicle is wider than 14'. Special Permits may be allowed at the Region Engineer's discretion if travel can be accomplished between 5:00–9:00 am (Rapid City Region Engineer 605/394-2244).

Spring Weight Restrictions — Certain highways may be subject to spring load limits during the period of February 15 to April 30 as allowed in SDCL §32-22-24. While spring load limits are in effect, limited





overweight permits will be issued. Information on spring load limits may be obtained by calling (605) 773or accessing the following Internet address:

In certain areas of the state, particularly the Black Hills region, highways may be posted restricting vehicle traffic to motor vehicles equipped with chains, studded tires, or snow tires. SDCL §32-19-3.1. Notice of travel restrictions will be conspicuously signed.

Holiday – None noted

Inclement Weather – Spring Weight Restrictions: Certain highways may be subject to spring load limits during the period of February 15 to April 30. While spring load limits are in effect, limited overweight permits will be issued. Information on spring load limits may be obtained by calling the Department of Transportation at (605) 773-3704 or at the Internet address http://www.sddot.com/Operations/cvo/Spring_Load_Limits/index.htm Permit Information Required — Tractor and trailer information, including serial number; gross weight;

axle weights; axle spacings and tire sizes; overall dimensions; load description; routes to be traveled.

PERMIT TYPES

Single Trip Oversize/Overweight — For movement of oversize and/or overweight nondivisible loads.

Depending on the vehicle size, weight and requested route, some permit requests will require review by the South Dakota Department of Transportation or the Highway Patrol. Typically this review may take up to two working days to process. Loads that exceed 200,000 lbs, loads that are overweight and wider than 12', or loads that are higher than 16' may require more than two working days to process.

Emergency Single-Trip Oversize/Overweight — Allows movement of oversize and/or overweight nondivisible loads over any State Trunk Highway to locations of emergencies within the State of South Dakota. Call (605) 773-3704 for further information.

Annual Oversize for Nondivisible Loads — For movement of a nondivisible oversize but not overweight load being hauled on a single unit or combination of two units. The loaded unit may not exceed 14'6" in width and the side overhang may not exceed 3'3". Total combined front and rear overhang may not exceed 30'. Total length of a single unit is limited to 60', including load overhang. Total length for a two unit combination is limited to 85', including load overhang. The second unit's wheelbase may not exceed 43'.

Additional rear overhang limitations apply based on wheelbase. Vehicle operator must keep trip log. If load width exceeds 12', trip authorization is required from the Sisseton Port of Entry.

Longer Combination Vehicle (LCV) — Allows specific vehicle combinations to operate on Interstate Highways and other specified State Highways at lengths longer than legal and at weights up to 129,000 pounds. Authorized combinations include: (1) Tractor-Semi-trailer-Semitrailer; (2) Tractor-SemitrailerTrailer; (3) Tractor-Semitrailer-Semitrailer-Semi-trailer; (4) Tractor-Semitrailer-Trailer-Trailer; and (5) Truck-Trailer. A LCV is only permitted to travel over the Interstate Highway System and shall enter and exit the Interstate Highway System only on routes approved by the Department of Transportation. Permit Holder SD-4 02/15 SC&RA Oversize/Overweight Permit Manual shall complete the permit form, sign the permit, and send the duplicate copy of the permit to the South Dakota Highway Patrol before beginning a trip. Original signed permit must be carried in or on the LCV at all times during the trip. A round trip requires two permits. When a trailer change is made during a trip, the permit must be changed to identify the trailer change made.

Over 80,000 lbs on Interstate — Allows single-trip movement on the Interstate Highway System of a vehicle which exceeds a gross weight of 80,000 lbs. Weight of vehicle must conform to tire, axle and bridge weight requirements in SDCL §32-22-16, §32-22-16.1 and §32-22-21, and the vehicle combination may not exceed the length limits in SDCL §32-22-8.1. Except for a vehicle consisting of a straight truck or tractorsemitrailer combination, the vehicle may not exceed a speed of 65 miles per hour, including all enforcement tolerances. Books of self-issuing single-trip permits for loads greater than 80,000 pounds are no longer valid as of August 2007.

Overweight Booster Axle — Allows movement on State Trunk Highways of straight truck equipped with an overweight booster axle whose loaded weight exceeds that allowed by §32-22-21 but does not exceed 600 lbs per inch of tire width. Available from any permit issuing authority. Permit may be issued under the following conditions: (1) the booster axle was installed on the truck before July 1, 1996; and (2) an application form is filled out which documents the following: (a) name, address, and telephone number of the company or individual operating the truck; (b) Make, model, serial number, and model year of truck; (c) make, model, serial number, and year of manufacture of the booster axle; (d) date booster axle was installed on truck; (e) number of axles on truck, including booster axle and all center-to-center axles spacing distances; (f) number of tires and tire size for each axle on truck, including the booster axle; (g) applicant's name and signature; and (h) date of application. Permit is assigned to the truck equipped with the booster axle.

Annual Lift Axle or Variable Load Axle — Allows motor vehicle equipped with a lift axle to exceed weight limits set in SDCL chapter 32-22 when its operator raises the lift axle to facilitate turning. The permit allows the operator to raise the lift axle on the permit vehicle’s motorized unit before turning at an intersection, provided the lift axle is not raised more than 100' before beginning the turn and is lowered within 100' after completing the turn. Permit does not allow lifting an axle on a nonmotorized unit, such as a trailer. Not valid for use on Interstate Highways.

Manufactured Home — Annual Permit allows movement on State Trunk Highways of a manufactured home which is up to 16' wide, 15' high and 80' or less in length. A Single Trip Permit may be obtained for movement of a manufactured home that exceeds the size limits for an annual permit. Manufactured homes 8–10' wide must be towed by a motor vehicle no less than 6,000 lbs GVW, over 10' wide but 12' or less wide must be towed by a motor vehicle no less than 8,000 lbs GVW, wider than 12' but less than 18' must be towed by a motor vehicle no less than 9,000 lbs GVW. Mobile homes may not be moved when wind velocity exceeds 25 miles per hour. No person may drive a vehicle that is towing a manufactured home or mobile home of a width exceeding 8'6" at a speed greater than 55 miles per hour upon the Interstate Highway System or greater than 45 miles per hour upon any other highway. A violation of this section is a Class 2 misdemeanor.

Slow Movement on Interstate — Allows movement of a vehicle that cannot maintain a speed of 40 miles per hour on Interstate Highways. Vehicle must display flashing warning lights and must be driven as far to the right as possible. Valid only when no parallel route is possible.

Annual Oversized Trailer — Allows movement on State Trunk Highways of a vehicle up to 10' wide, up to 110' long, or both, but not overheight or overweight. The permit vehicle may consist of a truck tractor pulling one or more units designed for hauling oversize or overweight loads. Load must not exceed the length and width of the trailer’s bed or cause the permit vehicle to exceed legal height or weight. Nighttime movement is allowed if the unit is only overlength. The unit must be properly signed.

Overlength Semitrailer — Annual or Single Trip Permit allows movement on State Trunk Highways of a

semitrailer over 53' long provided the following conditions are met:

(1) Semitrailer length may not exceed 60'; (2) Overall length of the tractor and semitrailer may not exceed 80'; (3) Distance from the center of the semitrailer’s rear axle to its rear may not exceed 30% of its length;

(4) Maximum off tracking distance calculated according to the formula contained in ARSD §70:03:01:55 may not exceed 17' when using a foot turning radius, TR, of 75';(5) Reflective tape, 4" wide, must be applied along the length of each side and across the rear of the semitrailer. Tape must be attached to the semitrailer so that is no higher than 5' above the ground. Color of tape must be amber or white on the sides of the semitrailer and red on its rear. Tape must be capable of producing high visibility when light strikes it at high observation angles; (6) Rear underride protection must be provided under certain conditions.

SD-5 02/15 SC&RA Oversize/Overweight Permit Manual FEES Single Trip Oversize/Overweight — $25.00 for single permit or $200 for book of 10. Plus an additional overweight fee of $0.02 per ton-mile if the motor vehicle exceeds the weight of 40,000 lbs on two axles, 60,000 lbs on three axles, 80,000 lbs on four axles, 85,000 lbs on five axles, 90,000 lbs on six axles; or 95,000 lbs or more on seven or more axles.

Emergency Single-Trip Oversize/Overweight — Allows movement of oversize and/or overweight nondivisible loads over any State Trunk Highway to locations of emergencies within the State of South Dakota. Call (605) 773-3704 for further information.

Annual Oversize for Nondivisible Loads — $60.00 Longer Combination Vehicle — $100 for book of 10 permits. Books are available only from the South Dakota Highway Patrol, District Four Headquarters, Pierre, SD.

Overweight Booster Axle — $60.00 Annual Lift Axle or Variable Load Axle — $60.00 Available from any permit issuing authority. Not valid for use on Interstate Highways.

Manufactured Home — $60.00 Annual (per truck) for manufactured homes up to 16' wide, 15' high, and 80' or less in length. $25.00Single Trip Permit for a manufactured home that exceeds the size limits for an annual permit.

Slow Movement on Interstate — $ $60.00 Annual, $25.00 Single Trip Annual Oversized Trailer —. $60.00 Overlength Semitrailer — $60.00 Annual, $25.00 Single Trip.

ESCORTS AND SIGNS

Labeling — All oversize loads must display warning signs that read: OVERSIZE LOAD, WIDE LOAD or LONG LOAD. Signs must have a yellow background with black letters. Minimum size for signs is 7' wide by 18" high. Letters must be upper case and 10" high with 1-3/8" brush strokes. Signs must be kept in good repair.

One sign must be mounted on the front of the permit vehicle and one sign must be mounted on the rear.

Signs must be reflectorized for night moves. Cover or remove signs when not required.
