Escort Requirements for Oversize Loads Loads 12 feet or more in width but not more than fourteen (14) feet in width are required to be accompanied by a front escort vehicle on two-lane highways and on super two-lane highways and by a rear escort on multi-lane highways with the required "Oversize Load" sign and flagging on the front of the towing vehicle and on the rear of the load or the towed vehicle, whichever extends the farthest. Loads more OK-8 05/14 SC&RA Oversize/Overweight Permit Manual than fourteen (14) feet in width are required to be accompanied by two escort vehicles, one in the front and one in the rear, on two-lane highways or super two-lane highways. A rear escort is required on all multilane highways. All loads more than sixteen (16) feet in width are required to be accompanied by two escort vehicles, one in the front and one in the rear, on all roads and highways. The required "Oversize Load" sign and flagging is required on the front of the towing vehicle and on the rear of the load or the towed vehicle, whichever extends the farthest. Loads with an overall height of fifteen (15) feet and nine (9) inches or more are required to be accompanied by two escort vehicles, one in the front and one in the rear. Oklahoma Highway Patrol Escorts

• 16- 20 FEET – No Escort required.

• 20 feet to 23 feet – OHP Discretion • 23 feet or Greater – Must have OHP Escort.

• 150 feet to 200 feet in length – OHP Discretion • 200 feet in length or Greater – Must have OHP Escort.

_ Any thing over 16 wide will be sent to the appropriate Troop S Region.

All loads in excess of 13'11" in height and/or 10' in width shall be equipped with an Oklahoma “Pike-Pass” and utilize appropriate pikepass lanes.

Certain Vehicles Must Stop at all Railroad Grade Crossings.

(a) The driver of any motor vehicle carrying passengers for hire, or of any school bus carrying any school child, or of any vehicle carrying explosive substances or flammable liquids as a cargo or part of a cargo, before crossing a grade any track or tracks of a railroad, shall stop such vehicle within fifty (50) feet but not less than fifteen (15) feet from the nearest rail of such railroad and while so stopped shall listen and look in both directions along such track for any approaching train, and for signals indicating the approach of a train, except as hereinafter provided, and shall not proceed until he can do so safely.

After stopping as required herein and upon proceeding when it is safe to do so, the driver of any said vehicle shall cross only in such gear of the vehicle that there will be no necessity for changing gears while traversing such crossing and the driver shall not shift gears while crossing the track or tracks.

(b)No stop need be made at any such crossing where a police officer or traffic-control signal directs traffic to proceed.

A permit can be applied for by contacting a permit office in person, by telephone, or from the Department of Public Safety website. The permit application form is available on-line.

The Size and Weight Permits Division permit offices are staffed by civilian personnel who issue permits for the legal transportation of oversize and overweight cargos on state roads and highways. Permit application may be made through any permit office.

Chapter 30 Size and Weight Permits:

SUMMARY:

The purpose of the amendments to these rules is to update the existing rules an remove rules that are now obsolete due to advancement in technologies and processes. Furthermore, the amendments help to provide a standardized set of information and rules that will be clear and concise.

Each state analysis includes information in a standardized format: contact, legal limits, special permit limits, general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always advised to check with the state offices on current laws and procedures. This project could not have been completed without the advice and consultation of many state officials. This Permit Manual is not intended to be an accurate summary of all the applicable laws and regulations. The SC&RA cautions Permit Manual users that state laws and regulations are subject to change without notice, and that some time elapses between the effective date of such changes and the amendment of the Permit Manual to reflect those changes. Any load exceeding the following dimensions is considered a Super Load:

 Over 16 feet wide on the Interstate  Over 14 feet wide on any state two-lane highway (This does not include mobiles with a 14' box or less and up to a 12" eave.)  Over 17 feet high on any highway  Mobile with a box width over 14 feet wide and/or overall width greater than 15 feet  Overall length greater than 150 feet

PERMIT RESTRICTIONS

General – The Motor Carrier Division has enlisted five agents to issue Continuous Operation Variance Permits, the annual variance permits that authorize travel on Oregon state highways as well as county roads and Portland streets.

Similarly, carriers transporting oversize or overweight loads and entering Oregon from another state must obtain a variance permit and the driver must possess that permit prior to entering the State, except as

provided in (1), (2), and (3) below:

NOTICE: The Ashland and Umatilla Registration Offices closed effective October 1, 2012 * Holidays refers to state-observed holidays: New Year´s Day, Martin Luther King Day, Presidents´ Day, Memorial Day, Independence Day, Labor Day, Veterans´ Day, Thanksgiving Day, and Christmas Day.

(2) Arrive Monday - Friday during the normal business hours listed above for each location. A carrier arriving when an office is closed is subject to citation, fine, AND the carrier may not proceed until the driver possesses a variance permit. Drivers entering Oregon at any other location must obtain and possess a variance permit prior to entry. Oversize/overweight variance permits are not available at Farewell Bend, Cascade Locks, Woodburn, or Klamath Falls scales.

(3) Dimensions or weights do NOT exceed the following:

53-foot Semitrailer 75-feet hauling equipment for truck-tractor & semitrailer combinations 105-feet overall length, inclusive of jeeps and boosters

Gross Weight:

Non-Divisible Load: 200,000 pounds or Weight Table 5 Divisible Load: Legal axle and groups of axle weights, and the total gross vehicle weight must not exceed 105,500 pounds or the weights in Weight Table 1 and Weight Table 2.

PILOT VEHICLES: Unless operating with a front and rear pilot vehicle, warning lights as described in OAR 734-082-0036 are required when width exceeds 10 feet on two-lane highways or 12 feet on four-lane highways. Loads exceeding 12 feet on two-lane highways must use a front pilot vehicle.

This policy does not authorize vehicles to operate in or enter Oregon prior to obtaining tax and registration credentials. Tax and registration service is available from a Salem Service Center at 503-378-6699, with staff on duty 24 hours a day, 7 days a week, although limited registration services are available after hours, Monday through Friday, between 5 p.m. and 8 a.m., on weekends, and holidays. The Service Center is closed on New Years Day, Thanksgiving Day, and Christmas Day.

This policy does not authorize a vehicle to exceed the size or weight limits posted on a highway. Due to road construction or other circumstances, highways may be temporarily closed or restricted to lesser dimensions or weights.

Super load permits are authorized for 5 days maximum and it could take up to 10 days to issue. Fax completed applications to 503-378-2873, and make sure to put in a contact name and phone number.

Insurance — Not required to be on file; minimum coverage set at $100,000/ $300,000/$50,000.

Weekend/Night Travel – Attachment H provides Hauling Hours and Days restrictions and exceptions for overwidth loads (e.g. “city hours”; nighttime movement; summer weekends and holiday travel).

Holiday – The Over-Dimension Permit Unit is closed on the following state observed holidays: New Year´s Day, Martin Luther King´s Birthday, President´s Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, and Christmas Day. The Over-Dimension Permit Unit is closed every Wednesday from Noon – 1 p.m. for staff meetings.
